Assamese novelist Dr Rita Choudhuri's latest novel Makam has created a furore in the political circle. And why not? This novel has been written on the plight of Chinese people in Makum of Tinsukia dist of Assam. The fate of Chinese people when they could not identify themselves with the Chinese community in China nor they are accepted by the local Assamese people after the break out of India-China war. The people of Chinese origin who were mingled with the local Assamese community and the tea-garden labourer community(that were bought from different states of India as contract-labourer.) And became the part of greater Assamese community. As luck would have the Indo-China war had invited the plight for the people of Chinese community in Makum in Tinsukia, Assam. (Makum is a small town in the tea-belt of Upper Assam.)

About Rita Choudhuri's Assamese novel Makam


Rita Choudhuri's novel Makam was first published in the month of April, 2010. (The copy of 'Makam' that finally came to my hand was of its 10th edition.)This shows the popularity of the novel. But Rita Choudhuri's other novels too were best-sellers, and many of them were given some revered awards too. For example Rita Choudhuri's Deo-Lankhui is given the prestigious Sahitya Academy award.

The subject matter of Makam


This Assamese novel Makam is special for some other reasons too, besides being one of the most popular novel of contemporary time. Makam by rita Choudhuri has compelled the central govt of India to reintroduce the Enemy Property (Amendment and validation second Bill,1968) in the parliament.
When the amendment will be executed this Act will facilitate the return of property of the people who were deported to China after the Indo-China War of 1962 as enemy property. Now , if the bill is realised into an act the seized property will be returned to the legal heir of those deported Chinese people from Makum.

About Enemy Property Act,1968


The main Act Enemy Property Act, 1968 was made after the Indo China war and people who had migrated or deported to China were consdiered as enemy and their properties were confiscated. And this act was also used to confiscate property of people who were migrated or deported after the Indo-Pak war of 1965. This time the Novel by Rita Choudhuri made the govt relaise that the people who had migrated or deported as a result of the war do not necessarity be 'enemy' of our country. They could be mere victims. So now if the "Enemy property Act, 1968 Amendment and validation act is passed the legal heir of the Chinese people that were deported after the Wars will get justice to some extent.

Madam Rita Choudhuri is not satisfied by introduction this act only, she personally met the Chief Minister of Assam after publication of the book Makam to discuss the matter. And She has started a propaganda too for the right of those Chinese people who were mere victim of situation and did not have any intention to harm India but deported to China.
